How could public diplomacy be considered essential to national security?

I got nothing. Iran? NATO?

  1. Easy! Military operations are made easier, especially in regard to COIN, if the goodwill of the population is gained. Public diplomacy contributes to good will and positive perceptions of a population. Beyond this, if other states perceive us in a positive light (via student exchanges, cultural understanding, etc) they are less likely to engage is combat due to lack of reasons to do so. Of course there are mitigating circumstances in each of the aforementioned situation but still...
